ECB Directs Banks to Prepare for AI-Driven Cyber Threats

The European Central Bank (ECB) has directed euro zone banks to prepare comprehensive plans to defend against AI-enabled cyber threats, reflecting growing concerns over the cybersecurity risks posed by increasingly advanced artificial intelligence. Banks have until October 31 to submit their response strategies.

As part of this directive, the central bank has asked lenders to assess how AI-driven cyber threats could impact their operations and outline measures to strengthen their defenses. The regulator warned that AI-powered cyberattacks could compromise the confidentiality, integrity, and resilience of banks’ information and communication technology (ICT) systems, potentially disrupting payment services and weakening trust in the financial sector.
To improve cyber resilience, the regulator has instructed banks to secure internet-facing systems, third-party software, and open-source components while accelerating vulnerability patching and strengthening threat monitoring. It also called for modernizing legacy infrastructure, improving cyber hygiene, and reinforcing crisis response, recovery, and information-sharing frameworks.
Supporting the warning, the European Systemic Risk Board (ESRB) said large-scale cyber incidents could create systemic risks for the financial sector. The board highlighted scenarios including coordinated attacks on payment and settlement systems, technology supply chain compromises, and misinformation campaigns that could amplify the impact of cyber disruptions.
Overall, the directive underscores the growing urgency of strengthening cyber resilience across the banking sector. As AI-driven cyber threats continue to evolve, proactive security planning, modernized infrastructure, and robust incident response capabilities will be critical to protecting financial systems and maintaining trust in digital banking.
